1. RSCS must perform the following main functions:

- permanent management bodies;

3. Organization of the Commission's activities

The CCD predicts and analyzes the settings that may arise at the facility at emergencies, determines the methods of protecting and rescue personnel, taking into account dangerous production factors.

The Commission develops relevant documents that ensure its normal functioning. Conditionally documents can be reduced to the following groups: documents on the organization of the system of prevention and elimination of emergencies; Regulations on the object's facility; documents on the organization of the object (as additional materials); Working documents of the Commission; reporting information documents; Reference documents. The main document is a plan for the action of the facility to prevent and eliminate emergency.

After carrying out the calculations of repair and restoration work, forces, tools and time, I got that the level of satisfaction with materials is 84%. I. General provisions

1. 2. The Commission is a coordination body of the object of the object of warning and emergency response system (hereinafter referred to as emergency) and is intended for organizing and conducting measures to prevent and eliminate emergencies, ensuring fire safety at the subordinate facilities (hereinafter - objects), equipped with officials of the Ministry of Justice of Russia, respectively and its territorial bodies, including (if provided for) by heads of abnormal emergency rescue formations (hereinafter - NAF) or rescue services.

3. The quantitative and personal composition of the Commissions of the Ministry of Justice of Russia and its territorial bodies is determined by the Minister of Justice of the Russian Federation (hereinafter referred to as the Minister) and the heads of the territorial bodies of the Ministry of Justice of Russia, taking into account the features of the dislocation and the number of objects and the federal state civil servants in them (hereinafter) Both employees, as well as the recommendations of this Regulation, is specified annually and approved by the relevant orders. The chairmen of the commissions of the Ministry of Justice of Russia and its territorial bodies are appointed, respectively, the Minister and the heads of the territorial bodies of the Ministry of Justice of Russia or their deputies are appointed.

4. In its activities, the Commission is guided by federal laws, regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation, the EMERCOM of Russia, the constituent entities of the Russian Federation, local governments (in the territory of which are objects) and this Regulation.

5. In order to prevent and eliminate the facilities of emergency sites (fires), including terrorist acts, the Commission in the prescribed manner interacts with the territorial bodies of the Russian Emergencies Ministry, commissions of municipalities, in which objects are located, and emergency operational services.

6. The decisions of the Commission adopted within its competence are mandatory for all officials of the relevant objects of the Ministry of Justice of Russia and its territorial bodies.

7. The activities of the Commission are financed respectively from budget funds Ministry of Justice of Russia and its territorial bodies.

II. The main tasks, functions and powers of the Commission

8. The main tasks of the Commission are:

planning and implementation of measures to prevent emergencies (fires), reduce damage from their consequences, ensuring the sustainable functioning of objects in case of emergency (fires);

the creation of a reserve of financial and material resources for conducting preventive measures, equipping (if provided) Naf or rescue services by means of protection, assistance to victims in emergence of emergencies (fires);

the organization of interaction with commissions of municipalities, in which objects are located, ensuring the challenge of emergency operational services in the threat and emergence of emergencies (fires);

the management of the actions of structural divisions and the pump (if provided) or rescue services in the threat and emergence of emergencies (fires);

organization of training management, forces and means, as well as employees and workers to action in emergency conditions (fires).

9. For the Commission, depending on the situation, the scope of the projected or emerged at facilities of emergencies (fires) the following operation modes are established:

mode of daily activities - in the absence of threats to the emergence of emergencies (fires);

high availability mode - in the presence of threats to the occurrence of emergencies (fires);

emergency mode - in case of emergency (fires) and during their elimination.

10. The decision to introduce a particular mode of functioning of the Commission in accordance with the established situation at facilities accepts the Chairman of the Commission.

11. The main functions of the Commission:

development and approval of the work plan for the year (application) and the organization of its implementation;

development of an action plan for the prevention and elimination of emergency situations at facilities (hereinafter referred to as the emergency plan), its annual refinement and adjustment, bringing the main activities of the emergency plan to the attention of performers, in terms of them relating to;

the organization of interaction with the territorial bodies of the Ministry of Emergency Situations of Russia, commissions of municipalities, in whose territory objects are located on issues of observation and monitoring the state of the environment and fire situation on facilities;

organization of training for employees and workers to protect and actions in case of emergencies (fires);

performing measures to increase the sustainability of the functioning of objects in the event of emergencies (fires);

conducting meetings of the Commission;

the creation and replenishment of financial and material resources reserves to eliminate the consequences of emergencies (fires);

organization of strengthening the duty dispatching (duty) service with the aim of timely informing employees and workers about the situation in the event of emergencies (fires);

organization of enhancing object protection in order to prevent terrorist acts;

organization of strengthening observation and monitoring the state of the environment, the situation at objects and the territories adjacent to them, predicting the possibility of emergence of emergencies (fires), their scale and consequences, the size of possible losses and material damage;

adoption of measures to protect and livelihood employees and workers, an increase in the sustainability of the functioning of objects and a decrease in possible losses and material damage in case of emergence of emergencies (fires);

bringing (if provided) to the state of readiness of NUF or rescue services intended to eliminate emergencies (fires), refinement of the emergency plan;

the introduction of an emergency plan;

organization of the alerts of employees and workers about the emergence of emergencies (fires);

organization and adoption of emergency measures for the protection and life support of employees and workers;

organization of the collection and processing of information about emerging emergencies (fires), established atmosphere, losses among employees and workers and the applied material damage;

deciding on the evacuation of employees and workers from foci of emergency (fires) in a safe area (temporary placement area), organization medical care affected;

organization of emergency and rescue and other urgent work in the hearth (fires), organizing activities to eliminate the consequences of emergencies (fires);

organization bandwidth in the area of \u200b\u200bemergency (fire), the protection of focus of material and other values;

organization of work to ensure the sustainable functioning of objects in the established situation and the priority life support of the victims;

assistance to fire and rescue units of the EMERCOM of Russia and staff of emergency operational services in the elimination of emergencies (fires) and investigating the causes of their occurrence.

12. Commission's powers:

within its competence, decisions are made obligatory to fulfill all structural units, employees and employees at facilities;

monitors the activities of structural units on the prevention and elimination of emergencies (fires);

implements the management of actions (if provided for) NUF or rescue services for the prevention and elimination of emergencies (fires) at facilities;

attracts fire and rescue units of the EMERCOM of Russia, challenges emergency operational services to eliminate emergencies (fires) and investigating the causes of their occurrence;

sets in accordance with the established situation, one of the regimes of the Commission's functioning, followed by a report to the territorial bodies of the Ministry of Emergency Situations of Russia, the Commission of Municipal Education, in which objects are located;

suspetes the activities of structural units with the immediate threat of emergence of emergencies (fire).

III. Organization of the work of the Commission

13. The Chairman of the Commission is personally responsible for the implementation of tasks assigned to it.

In the absence of the Chairman of the Commission, his obligation plays one of his deputies.

14. The daily activities of the Commission are organized in accordance with the Commission approved by the Chairman of its work for the year.

15. Commission meetings are held as necessary, but at least once a quarter. Commission decisions are issued by the Protocol.

16. The decisions of the Commission are accepted by a majority vote provided that at the meeting there are more than half of its members. At the Commission's meetings, managers of structural units, employees and workers who are not members may be invited.

17. In the period between meetings of the Commission, the necessary decisions made by the Chairman of the Commission and its deputies are brought to the members of the Commission.

18. To participate in emergency and rescue and other urgent work, to assist fire and rescue units of the Ministry of Emergency Situations of Russia or the Inspectors of the State Fire Supervision of the Ministry of Emergency Situations of Russia to work in the Commission may additionally involve employees (employees), which have special training in the field of prevention and elimination of emergencies and providing fire safety.

19. The alerts of the Commission's members in the threat or emergence of emergencies (fires) is carried out by the dispatching (duty) service on the order of the Chairman of the Commission or his deputies.

20. In the threat or emergence of emergencies (fires), the Commission is placed in places specified by the Chairman of the Commission. In the threat of radioactive contamination or chemical infection of the territory where objects are located, the Commission is located on a secure control station (if provided).

21. Events to eliminate emergencies (fires) and their consequences and assistance to the affected Commission organizes in cooperation with the territorial bodies of the EMERCOM of Russia, commissions of municipalities, in the territory of which facilities are located, emergency operational services.

IV. The approximate composition of the commission

22. The Commission consists of:

chairman of the Commission;

deputy Chairman of the Commission on Emergency Protection;

deputy Chairman of the Fire Safety Commission;

deputy Chairman of the Material and Technical Support Commission for the Warning and Elimination of Emergency Situations (fires);

deputy Chairman of the Commission on Evacuation of employees and employees in a safe area (temporary placement area);

head of the department (employee or employee) responsible for organizing communications and alert employees and employees about the emergence of emergencies (fires);

head of the unit (employee or employee) responsible for ensuring the rule of law on objects;

commission Secretary;

leaders of Naf or rescue services (if provided);

other employees and workers.

By decision of the minister and heads of the territorial bodies of the Ministry of Justice of Russia, the quantitative composition of the Commission may be changed. At the same time, the functions of the Commission must be redistributed between its members accordingly.

23. The Chairman of the Commission defines the tasks and distributes the obligations between its members. Members of the Commission to solve the tasks assigned to them may attract subordinate employees (employees).

24. The permanent (worker) body of the Commission is the division (employee or employee) authorized to solve the tasks in the field of civil defense and emergency protection (hereinafter referred to as the GOCC service).

25. B. structural units The Ministry of Justice of Russia and its territorial bodies are appointed responsible for solving the tasks in the field of civil defense, protection against emergencies, which through the service of the GOCC carry out cooperation with the Commission.

V. Responsibilities of the Commission members

26. The Chairman of the Commission provides direct guidance on the prevention and elimination of emergencies (fires) at facilities and is responsible for:

organization of the work of the Commission;

organization and implementation of emergents for the prevention and elimination of emergencies (fires);

preparation and training of employees and workers to protect and actions in case of emergencies (fires).

27. The Chairman of the Commission is obliged to:

1) in the mode of daily activities:

to lead the daily activities of the Commission in accordance with the annual plan of its work, hold meetings of the Commission, to prepare its members to actions in case of emergency (fires);

organize planning measures to prevent and eliminate emergencies (fires);

organize training for employees and workers to protect and actions in case of emergencies (fires);

organize accumulation, storage and maintenance of readiness for the use of personal protective equipment;

organize control over the development and implementation of measures aimed at reducing the hazards of emergence of emergencies (fires) and increasing the sustainability of the functioning of objects;

2) in high availability mode:

organize the alert and collect members of the Commission and the governing lineup, bring the situation to them and put the tasks to the members of the Commission;

to give an order to make emergency measures to protect employees and employees, conducting measures to prevent emergencies (fires) and ensuring reduced damage from their consequences;

organize work on forecasting the possibility of emergence of emergencies (fires), their scale, loss size and material damage, as well as the consequences of emergencies (fires);

organize interaction with the territorial bodies of the Ministry of Emergency Situations of Russia for the observation and control of the state of the environment, the situation at objects and the territories adjacent to them;

to organize the strengthening of the duty dispatching (duty) service with the aim of timely alerts of employees and workers about the situation in the event of an emergency (fire);

organize preparation for the possible emergency evacuation of employees and workers in a safe area (temporary placement area);

organize (if provided) bringing the NF or rescue services to readiness for purpose, clarifying the procedure for their actions in case of emergency (fires);

to organize informing about the situation of commissions of municipalities in which objects are located;

3) in emergency mode:

organize the work of the Commission, to give a decree on the implementation of the emergency plan;

control the timely notification of employees and employees about emergencies (fire) and conducting measures to protect them;

control the timely arrival in the EFS (fire) units of the Russian Emergencies Ministry, collecting and analyzing information about the situation in the emergency area (fire);

28. The Deputy Chairman of the Emergency Protection Commission is responsible for:

preparation of the emergency plan;

preparation of the work plan for the commission for the year;

constant readiness of the management system, alerts and communications, for ensuring sustainable management in case of emergencies (fires);

preparation of management composition, employees and employees in the field of protection against emergencies (fires);

timely submission of reports on emergency (fire) into the territorial bodies of the Ministry of Emergency Situations of Russia.

29. Deputy Chairman of the Emergency Protection Commission is obliged to:

1) in the mode of daily activities:

monitor the development and adjustment of emergency plans in part concerning fire safety;

control compliance with employees and employees of fire safety rules;

heading work to predict possible accidents at objects and assess their consequences;

annually organize work on the development and introduction of a plan for consideration of the plan for engineering and technical measures to improve the reliability and sustainability of the functioning of objects in peacetime;

32. The Deputy Chairman of the Material and Technical Support Commission for Warning and Elimination of Emergencies (Fires) is responsible for:

planning and implementation of material and technical support of measures for the prevention and liquidation of emergencies (fires);

performance of measures for the accumulation, storage and issuance of personal protective equipment and other property of civil defense to employees and employees, as well as (if provided for) the personnel of the Nof or rescue services;

creation, rational storage and use of reserves of financial and material resources to eliminate emergencies (fires).

33. The Deputy Chairman of the Commission on Logistics The Prevention and Elimination of Emergencies (Fires) is obliged to:

1) in the mode of daily activities:

know the regulatory legal documents on the organization of logistics and emergency response measures (fires), constantly improve their knowledge in this area;
